Arizona's insurance requirement is not just for cars. ADOT says Arizona law requires liability insurance "for every vehicle you drive on Arizona roads. That includes golf carts, motorcycles, and mopeds too." That surprises many retirees in golf-cart communities and students on mopeds. This guide explains the definitions in Arizona law, where the registration exemptions sit, and how to insure each vehicle.
How Arizona law defines these vehicles
| Vehicle | Arizona definition (A.R.S. § 28-101) |
|---|---|
| Golf cart | A motor vehicle with at least three wheels on the ground, unladen weight under 1,800 pounds, designed for and operated at no more than 25 mph, carrying no more than four people including the driver |
| Moped | A bicycle (not an electric bicycle or electric scooter) with a helper motor of 50cc or less, 1.5 brake horsepower or less, and a top speed of 25 mph or less on flat ground |
| Motor-driven cycle | A motorcycle, including a motor scooter, with a motor of five horsepower or less |
| Electric bicycle | A bicycle or tricycle with operable pedals and an electric motor under 750 watts, in Class 1, 2 or 3 |
What ADOT and the statutes require
- Insurance: ADOT's insurance page and its mandatory-insurance FAQ both say the liability requirement includes golf carts, motorcycles and mopeds driven on Arizona roads, at the 25/50/15 minimum.
- Registration: A.R.S. § 28-2153 exempts from registration a golf cart used in the operation of a golf course or only incidentally operated or moved on a highway. Registration and insurance are separate questions; a registration exemption does not change ADOT's statement on insurance for vehicles driven on roads.
- Off-road vehicles: ADOT says off-road vehicles may not need insurance. Many owners still insure them for theft, damage and liability.
- Electric bicycles: Arizona defines them separately from mopeds and motorcycles. ADOT's insurance statement does not list them; confirm with your insurer whether your home or renters liability covers riding one.
Where coverage usually comes from
| Vehicle | Where coverage usually comes from | Ask about |
|---|---|---|
| Golf cart driven on community streets | A golf cart or specialty vehicle policy, or an endorsement offered by some auto insurers | Liability at 25/50/15 or more, physical damage, theft, UM/UIM |
| Golf cart used only on your property or the course | Possibly a homeowners endorsement; many home policies limit motorized vehicle coverage | Whether street use is excluded |
| Moped or scooter | A motorcycle or scooter policy | Liability, medical payments, theft |
| Motorcycle | A motorcycle policy; the car policy usually does not extend | Passenger liability, gear and accessories |
Checklist for owners
- Read your homeowners policy's "motorized land conveyances" exclusion. Many policies cover golf carts only on the insured property or a golf course, and exclude street use.
- Ask your auto insurer whether it writes golf carts or mopeds, and whether liability limits can match your car policy.
- If your HOA or community requires proof of insurance, give it a copy of the declarations page.
- For a lifted or street-modified cart, tell the insurer exactly how it is equipped and where it is driven.
